About me
Ms. Howell is the Pro Bono Director at Three Rivers Legal Services, Inc., a non-profit law firm providing free legal services throughout 17 counties in North Florida. Prior to joining TRLS, Ms. Howell was the inaugural pro bono director at Southern Legal Counsel, a not-for-profit law firm that focuses on impact litigation throughout Florida (particularly homeless rights, LGBTQ rights, and special education). Ms. Howell also served as the Executive Director of the NYS Chapter of the National Association of Social Workers (NASW), the second largest chapter of the membership organization. Ms. Howell also previously served as the Pro Bono Director at Prisoners’ Legal Services of New York, a statewide organization based in Albany, New York. There, she developed the nation’s only pro bono program tasked specifically with referring civil legal cases involving conditions of confinement for indigent New Yorkers.
Ms. Howell has worked in the public interest and pro bono arenas for more than a decade. Ms. Howell has presented at numerous national conferences on the development and management of pro bono programs, prisoners’ rights, cultural competency, and remote supervision of volunteers.
She co-founded The Center for Community Insight, which provides poverty simulations and training/consulting services, serves as a program facilitator and is on the Board of Directors.
Ms. Howell is a member of the American Bar Association, National Association for Pro Bono Professionals, NYS Pro Bono Coordinators Network, Florida Pro Bono Coordinators Association, National Lawyers Guild, and American Civil Liberties Union.
Ms. Howell was awarded the Kay B. Meyers Pro Bono Coordinator Award from the FPBCA in 2022, the Supervising Attorney award at Albany Law School’s 2014 Pro Bono Awards Ceremony, and the 2017 Public Citizen of the Year by the New York State chapter of the National Association of Social Workers.
Ms. Howell graduated from Whitman College, in 2004, with a B.A. in Political Sociology. She obtained her J.D. from Albany Law School in 2010, and is admitted to practice in
the State of Florida, New York State, and the Southern District Federal Court of New York. She is presently pursuing a Masters in Nonprofit Management from UCF.
