About me
Robert W. Ballenger is a Senior Attorney at Community Legal Services, Inc. (CLS) located in Philadelphia. He provides direct representation to low-income Philadelphians regarding utility consumer rights with the goal of restoring and maintaining essential utility services at affordable rates. He represents organizations whose members include low- and moderate-income Philadelphians to pursue improvements to utility programs and services that benefit consumers. Finally, Robert serves as lead counsel in CLS’s role as Public Advocate, representing all residential Philadelphia utility customers in Philadelphia Gas Works annual budget proceedings and Philadelphia Water Department rate increase proceedings.
Robert is a contributing author to Pennsylvania Real Estate Tax Sales and Municipal Claims, 4th Ed. (Bisel, 2021; 5th Ed. in process), Pennsylvania Consumer Law (Carolyn Carter, 2nd Ed. 2002; updated annually), and Representing Residential Landlords and Tenants (PBI). He frequently writes and presents on issues affecting consumer access to affordable energy and water services. He received the Pennsylvania Legal Aid Network’s Best Attorney Advocate Award in 2023.
Prior to joining CLS, Robert was an associate attorney at a global law firm.
